Ramadan begins on Friday according to Fiqh Council
Friday, July 20th will be the first day of Ramadan, according to the Fiqh Council of North America.
The Fiqh Council of North America (FCNA) recognizes astronomical calculation as an acceptable Shar’i method for determining the beginning of lunar months including the months of Ramadan and Shawwal.
FCNA uses Makkah al-Mukarrama as a conventional point and takes the position that the conjunction must take place before sunset in Makkah and moon must set after sunset in Makkah.
On the basis of this method the dates of Ramadan and Eid al-Fitr for the year 1433 AH are established as follows:
1st of Ramadan will be on Friday, July 20, 2012
1st of Shawwal will be on Sunday, August 19, 2012

Meanwhile, for Muslims who are following the actual sighting of the moon with the naked eye in North America and countries in South America that are on the time zone of Toronto, the Hilal Committee of Toronto will be meeting to determine the start of the month of Ramadan on Thursday the 19th of July 2012.
The Hilal Ramadan Announcement will be announced on Thursday July 19, 2012 after 10:30 PM EST
